150cc scooters using GY6 engine have a rectifier and a volatge regulator. The recitifer controls overall voltage while the regulator charges battery. To check your voltage regulator is charging battery start scooter on center stand place meter on battery and you will get about 13.8volts DC if ypur battery is being charged correctly, you have to give scooter gas to charge battery it does not charge just on idle.
